Is this the standard length arm?

No. This is the "Short" arm (RAM-D-201U-C). It has an overall length of 5.1 inches. The standard length arm (RAM-D-201U) is significantly longer at 8.375 inches. The short arm offers better stability for heavier units by keeping the center of gravity lower.

Will this fit my 1.5" ball base?

No. This arm is strictly for "D-Size" balls, which are 2.25 inches in diameter. If you have the smaller 1.5" balls (C-Size), this arm will be far too large to clamp onto them.

Can this hold a HELIX 12?

Yes. The D-Size system is rated for up to 15lbs (standard use) or 10lbs (heavy-duty use). A HELIX 12 is well within the capacity of this arm, especially in the short configuration which minimizes vibration.
